Asked directly whether local link building is primarily about fostering real business relationships, Bose did not hedge:

The distinction matters operationally. If the work is outreach, you can hire for volume. If the work is relationships, you cannot — and the tactics that look efficient are the ones that fail.
The Relationships That Produce Links By Default

Note the second half. Not just your sector. The links that are hardest for a competitor to replicate come from outside your vertical entirely — the school you sponsored, the supplier who lists you, the charity whose event you staffed.
Those relationships produce links as a by-product of existing, which is why they do not decay the way a bought placement does.

The concrete surfaces, roughly in order of how easy they are to start: chamber of commerce membership listings, local business association directories, sponsored event and fundraiser pages, supplier and where-to-buy pages from brands you stock or install, trade body listings, and local press that covers something you actually did.
Bose is explicit that this cannot be delegated entirely to an agency:

The owner has to show up. That is the cost, and it is also the moat.
Why This Scales Worse And Works Better
Every property of this approach that makes it a poor fit for a scaled agency model is the same property that makes it durable. It is slow, it is local, it depends on a specific person, and it cannot be templated across clients.
